The encashment rule (Article 133)
| Reason service ended | Days paid |
|---|---|
| Normal or early retirement, resignation and dismissal | Up to 72 days of the balance |
| Those with a balance earned before 20 March 2018 | Older balance + newer balance up to 72, with a total of up to 180 days |
| Death (paid to heirs) or health incapacity | The full balance, with no limit |
Amount = last basic salary ÷ 30 × the days paid, without allowances. Dividing by 30 is our reading of the definition of a month in Article 1. Sick and exceptional leave balances are not paid.
Don't lose your balance before retiring
Anything above 72 days is lost on retirement or resignation. The regulation allows up to 108 days of leave a year, or 144 days for those with 25 years of pensionable service or aged 50, so plan to use the excess before your last working day. A balance also lapses if not requested within 3 years of the end of the year it was earned (a fourth year with the employer's approval).
Examples with a basic salary of SAR 12,000 (daily 400):
Retirement with 150 days all earned after 2018: 72 × 400 = SAR 28,800, and 78 days are lost.
Resignation with 100 older days + 50 newer: 150 × 400 = SAR 60,000.
Death with a balance of 150 days: the full balance = SAR 60,000 to the heirs.
Teachers take the summer holiday as their ordinary leave, so a balance does not usually build up, and the final year's balance is counted from the return date to retirement. Employees under the Labour Law in government bodies follow the private-sector calculators. For your pension, see the civil retirement calculator.
Frequently asked questions
How much leave balance is paid to a Saudi government employee on retirement?
Up to 72 days of the ordinary leave balance on the last basic salary (Article 133 of the HR Implementing Regulation). The total can reach 180 days for those with a balance earned before 3/7/1439H (20 March 2018), and the full balance is paid on death or health incapacity.
How is leave encashment calculated?
Last basic salary without allowances ÷ 30 × the days paid. Example: basic SAR 12,000 and a balance of 150 days all earned after 2018, on retirement: 72 × 400 = SAR 28,800, and 78 days are lost.
Is a government employee who resigns paid for the leave balance?
Yes, with the same limit (72 days, or 180 with an older balance), because the text covers the end of service for any reason other than death and health incapacity.
Does unused leave lapse?
Leave must be taken within 3 years of the end of the year in which it was earned, or a fourth year with the employer's approval; otherwise the right lapses if the employee did not request it. Up to 108 days can be taken in a year, or 144 for those with 25 years of service or aged 50.
Are teachers paid for a leave balance?
The summer holiday counts as a teacher's ordinary leave, so a balance does not usually build up. In 2025 the Ministry of Education instructed that a retiring teacher's balance be counted from the return date to the retirement date.
Do government employees get an end-of-service award on top of the pension?
We found no provision for an employer-paid award on top of the pension other than leave encashment. The civil retirement 'award' (14% or 10% of the annual salary per year) replaces the pension for those with under 10 years of service.
