The general civil service salary scale in figures

Basic salary = the rank's first salary + (step − 1) × the increment. Employees are appointed at step 1 of their job's rank and move up one step every 1 January until the last step.

Example: rank 8, step 1: basic SAR 8,010 + transport SAR 700 = 8,710, less the 9% pension deduction (720.90) = net SAR 7,989.10. On 1 January the employee moves to step 2: SAR 8,425.

Frequently asked questions

What is the starting salary on the Saudi civil service scale?

SAR 3,000 at step 1 of rank 1, the minimum wage for state employees since 1432H. The highest salary on the scale is SAR 28,640 at step 10 of rank 15.

When is the annual increment paid to Saudi government employees?

On the first day of the financial year, 1 January, since Article 17 of the Civil Service Law was amended in 1441H; it used to be on 1 Muharram. The increment moves you to the next step in the same rank, so there is none after the last step.

How much is the transport allowance for government employees?

Under Article 36 of the Financial Rights and Benefits Regulation: SAR 500 for ranks 1–5, 700 for ranks 6–10, 900 for ranks 11–13 and 1,200 for rank 14. Rank 15 is given a government car, with SAR 2,000 a month until it is provided, for up to six months.

How much is deducted for the pension?

9% of basic salary for those under the civil retirement system, matched by the government. Those first appointed from 3 July 2024 fall under the new social insurance system: 10% since July 2026, rising by half a point a year to 11%. The transport allowance is not included.

Is there a housing or cost-of-living allowance?

There is no general housing allowance in the Financial Rights and Benefits Regulation. The cost-of-living allowance of SAR 1,000 a month paid from January 2018 was stopped from June 2020, and no similar allowance applies today.

Did the salary scale change in 2025 or 2026?

We found no new general scale as of November 2026; the figures have been in use since 1432H. Engineers moved to a separate engineering scale from 31 December 2024 (starting at SAR 8,650 for an engineer according to the press), and teachers have had their own scale since July 2020.
