Table 1 of Civil Human Resources Law 15/2016 has 14 grades from 12 to 1, then Special and Excellent, with fixed salaries for the undersecretary and assistant undersecretary. The figures come from an unofficial English translation of the law, three of whose cells are confirmed by the press; we could not open the official Al Meezan copy, so our confidence is medium. The social and housing allowances come from the text of Decision 34/2025.
Performance-based annual increment
Since 7 October 2025 (Law 25/2025) the increment is paid on 1 January after a year, as a share of the grade's increment: 150% for exceptional performance, 125% for exceeding expectations, 100% for meeting them, 75% below them, and nothing for weak performance. It stops at the top of the grade, with any excess paid as a bonus, and a monthly bonus at the same rates once the top is reached. The first rating under the new system covers 2026, so the first full increment at these rates is on 1 January 2027.
Other allowances and 2025 benefits
- Transport: QAR 1,000 to 2,000 by grade, stopped if the employer provides permanent transport.
- Marriage incentive: QAR 12,000 a year for each Qatari spouse, under conditions whose details we have not seen published.
- Performance incentives: two months' basic pay for exceptional performance and one month for exceeding expectations.
Deductions
7% is deducted from basic, social allowance and housing capped at 6,000, and the employer pays 14%. For any salary, use the Qatar net salary calculator.
Examples:
Grade 7, start, single: 9,600 + 4,000 + 2,500 = 16,100, deduction 1,127, net QAR 14,973 before transport.
Grade 4, step 5, married: 19,200 + 6,400 + 4,000 = 29,600, net QAR 27,528. Next increment: 20,400 exceptional, 20,000 meets expectations, 19,800 below.
Grade 8, start, single: 8,800 + 2,560 + 1,500 = 12,860, net QAR 11,959.80.
Frequently asked questions
What is a Qatari employee's salary at grade 7?
Grade 7 starts at QAR 9,600 with a 600 increment up to 14,400. A single employee adds a 4,000 social allowance and 2,500 housing, for 16,100 gross and 14,973 net after the 7% deduction, before transport. A married employee gets 6,400 social and 4,000 housing.
How much are the social and housing allowances for Qatari employees?
Under Cabinet Decision 34/2025: social allowance 6,400 married and 4,000 single at grade 7 and above, and 4,000 and 2,560 below. Housing 6,000 and 3,500 for grade 1 and above, 4,000 and 2,500 for grades 2 to 7, and 3,000 and 1,500 for the rest. Since 2025 both Qatari spouses get the married social rate.
How is the annual increment calculated in Qatar after the 2025 amendment?

Did Qatar's salary table change in 2025?
No. Law 25/2025 and Cabinet Decision 34/2025 (7 October 2025) changed increments, incentives and allowances and refer to the same table 1; we found no new basic salary table.
