The general group runs from grade 8 up to grade 1, then B and A, and requires an intermediate certificate or higher. Above it are the leadership grades (assistant undersecretary, undersecretary and Excellent). Beside it are the auxiliary group for those without an intermediate certificate and the technical auxiliary group based on experience. Each grade has a starting salary, a fixed increment and 6 or 11 steps.
The full table is published on a specialist site, not an official source we could open, so our confidence is medium. But the starting salary of ten grades matches the special-bonus table Al Anba published in 2012 (25% of the starting salary), its extremes of 90 and 790 match the cost-of-living percentages reported from the Commission in 2008, and every grade is a regular arithmetic series.
Fixed allowances
- Social allowance: for Kuwaitis, single or married rate, varying by grade as in the table.
- Children's allowance: KWD 50 per child up to 7, and 100 for a child with a severe or moderate disability.
- Cost of living: KWD 120 for every Kuwaiti since 2008, not merged into basic pay and outside the insurance base. Proposals to raise it to 240 or 250 were not enacted as far as we found.
- Special bonus: 25% of the grade's starting salary, at least 50, since April 2012; we found nothing confirming or ending it, so it is optional in the calculator.
Supervision allowances, special cadres and job-nature allowances are outside the calculator.
Annual increment and deductions
The increment is paid on 1 January or 1 July after a year from appointment or the last increment, moving the employee one step up to the top of the grade. Social insurance takes 10% of basic, social allowance and children's allowance up to KWD 1,500, and 5% supplementary above that up to 2,750; government employees pay no unemployment contribution. For any salary, use the Kuwait net salary calculator.
Examples:
Grade 6, step 1, single: 165 + 161 + 120 = 446, deduction 10% × 326 = 32.600, net KWD 413.400, or 463.400 with the special bonus.
Grade 3, step 4, married with two children, with the special bonus: 340 + 291 + 100 + 120 + 78 = 929, deduction 73.100, net KWD 855.900.
Undersecretary, step 6, married with 7 children: total 1,850, deduction 154.125 as the base exceeds 1,500, net KWD 1,695.875.

Grade 6 starts at KWD 165, the social allowance is 161 single and 242 married, and the cost-of-living allowance is 120, so a single employee without children gets KWD 446 gross and about 413.400 net after the 10% deduction on basic and social allowance. KWD 50 is added per child up to 7.

It varies by grade and status: from 141 single and 216 married at grade 8, to 268 and 368 at grade A, and 400 to 448 for leadership grades. Each amount equals a fixed band base plus 25% of the grade's starting basic, under the 1992 law.
How much is the children's allowance in Kuwait?
KWD 50 a month per child up to 7 children, and 100 for a child with a severe or moderate disability, for Kuwaitis only. A 2023 proposal to raise it to 100 per child was not enacted as far as we found.
When is the annual increment paid to Kuwaiti employees?
On 1 January or 1 July after a year from appointment or the last increment; it moves the employee one step within the grade, with no increment after the top of the grade until promotion.
How much social insurance is deducted from a Kuwaiti employee?
10% of basic pay, social allowance and children's allowance up to KWD 1,500 (5% basic, 2.5% pension increase and 2.5% financial reward), plus 5% supplementary between 1,500 and 2,750. The 120 cost-of-living allowance is outside the base.
Has Kuwait issued a new salary scale?
We found no new table and no general raise in force up to November 2026. In June 2025 the finance ministry and Civil Service Commission were reported to be studying a salary restructuring, with no decision or date.
