Kuwait's applied electricity and water tariffs
| Sector | Electricity (fils/kWh) | Water (KD per 1,000 gallons) |
|---|---|---|
| Private housing | 2 | 0.800 |
| Investment housing | 5 | 2.000 |
| Commercial | 5 | 2.000 |
| Industrial and agricultural | 3 | 1.250 |
| Chalets, stables and others | 12 | 2.000 |
| Government | 25 | 4.000 |
Law 20 of 2016 set tariff ceilings; the new prices applied to commercial property from 22 May 2017 and to investment housing from 22 August 2017, while private housing kept its old tariff. One cubic metre is 219.969 imperial gallons, so investment-housing water costs about 440 fils per m³.
Worked examples
An expat flat in investment housing using 1,500 kWh and 20 m³ (4,399 gallons): electricity 1,500 × 0.005 = KD 7.500, water 4,399.4 × 2 ÷ 1,000 = KD 8.799, a total of KD 16.299. If the tenant is a registered Kuwaiti on the private-housing tariff: 3.000 + 3.520 = KD 6.520.
A citizen's villa in private housing using 5,000 kWh and 60 m³ (13,198 gallons): electricity KD 10 and water KD 10.559, a total of KD 20.559.
Many buildings have no water meter per flat, so the landlord pays water and builds it into the rent. The ministry says a kWh costs it about 48 fils, so a private-housing resident pays 2 fils and the state covers 46.
