Work out your company's target

Skill levels 1–5, a qualification above secondary school and a salary of AED 4,000 or more.
In skilled jobs, paid AED 6,000 or more, registered for pension and WPS.
The resolution requires raising your "current" rate, so the table reading adds the growth on top of them.

The Resolution 279 table: Emiratis required each year

The two readings match when the skilled headcount is a multiple of 50 and differ otherwise, because the table counts "part of 50" as a whole Emirati. We found no text on rounding the half-year 1% step, so we assume half the yearly increase, rounded up.

No contribution is charged if the company restores its rate within two months of a drop (when an Emirati resigns, for example). Companies whose Emiratis make up 70% or more of their total workforce were exempted from contributions in a January 2023 amendment. The Emiratisation Partners Club gives up to 80% off ministry fees and priority in government procurement to companies that far exceed their targets.

Examples:
A company with 80 workers, 60 of them in skilled jobs, and 8 Emiratis: the table requires two Emiratis a year, so 10 by the end of 2026, a shortfall of 2 and a contribution of AED 240,000. At a flat 10% it needs 6, so no shortfall.
A company with 900 workers, 600 of them skilled, and 50 Emiratis: both readings require 60 by the end of 2026, a shortfall of 10 and a contribution of AED 1,200,000.
A construction company with 30 workers and one Emirati at the end of 2025: it needed 2, so a shortfall of 1 and a contribution of AED 108,000, payable from January 2026 and allowed in monthly instalments.

This is an estimate that assumes your skilled headcount has not changed since 2022; the binding figure is what the Ministry of Human Resources and Emiratisation shows for your company in its system. It covers mainland companies registered with the ministry, not free zones. Private healthcare has an extra rule: half of the annual target must be in specialised health jobs, assessed from 2027. For Emirati employees' pension contributions, see the UAE pension calculator, and to compare with Saudi Arabia, see the Nitaqat calculator. Prefer Arabic? Use the Arabic version.

Frequently asked questions

What is the Emiratisation target for 2026?

Private-sector companies with 50 or more workers must grow Emirati employment in skilled jobs by 2% a year, split since 2023 into 1% every six months, reaching 10% cumulatively by the end of 2026. The 2026 deadlines are 30 June and 31 December; no 2027 targets had been announced by November 2026.

How much is the Emiratisation contribution per missing Emirati in 2026?

AED 10,000 a month for each Emirati not hired, or AED 120,000 for 2026; the amount has risen by AED 1,000 a month every year since AED 6,000 in 2022. First-half shortfalls are collected from 1 July and year-end shortfalls from the start of the following year.

How is the number of Emiratis required calculated?

The table in Ministerial Resolution 279 of 2022 sets the yearly increase: one Emirati for up to 50 skilled workers, two for 51 to 100, three for 101 to 150, then one for every 50 skilled workers or part of 50, added up year after year. Some calculators simply take 10% of skilled workers, and the difference is large when the skilled headcount is not a multiple of 50. The binding figure is what MoHRE's system shows for your company.

Who counts as a skilled worker for Emiratisation?

Someone in occupational skill levels 1 to 5 (managers, professionals, technicians, clerical, and services and sales), with an attested qualification above secondary school and a salary of at least AED 4,000, excluding commission.

Which Emirati employees count towards the target?

Those with a valid work permit, registered with an approved pension fund, paid through the Wage Protection System, under a genuine contract in a skilled job. From 1 July 2026 an Emirati paid less than AED 6,000 a month does not count, and the company's new work permits are suspended until it is corrected.

What do companies with 20 to 49 workers need to do?

Companies in 14 economic activities (including IT and communications, finance, real estate, education, health, construction, trade, transport and hospitality) had to hire one Emirati in 2024 and another in 2025, or pay AED 96,000 for a 2024 shortfall and AED 108,000 for a 2025 shortfall, which can be paid monthly. No 2026 target had been announced for them by November 2026, so they must keep their Emiratis.

What is the penalty for fake Emiratisation?

AED 20,000 to 100,000 per Emirati under Cabinet Resolution 95 of 2022, and since the August 2024 Labour Law amendment a fine of AED 100,000 to 1 million multiplied by the number of fictitiously employed Emiratis, along with a lower company classification and recovery of Nafis support.
