Engineering jobs salary scale

Each category has levels of four steps with their own increment, and the first step of the next level equals the last step plus the new level's increment. The equivalent civil rank comes from the table in Article 11 and drives other allowances such as business travel.

The figures come from a table that Alweeam published as text from Umm Al-Qura (issue 5062). Al Eqtisadiah confirms the first step of each category, the structure (four steps per level, and 6, 5, 4 and 3 levels) matches the regulation's text, and every cell is arithmetically consistent. We have not seen the official annex itself, so check your payslip. The article's text mentions a maximum of 34,550, but the table ends at 33,900.

Appointment, increments and moving up

Appointment: a bachelor's holder on level 1 step 1 (8,650), a master's on step 3 (9,450) and a PhD on level 2 step 2 (10,750). Probation is one year.
Annual increment: one step each 1 January under civil service rules, with no increment after step 4 until moving to the next level.
Next level: at least one fiscal year on the last step and a 'very good' rating or better in the last two years.
Promotion to a higher category: by experience and Council classification, onto the first step of the new category that gives a raise of at least the previous level's increment, in our reading of an unclear text.

We found no published rule for placing engineers moved from the general scale on 31 December 2024, so do not convert from your old rank; use the category, level and step on your payslip.

Allowances

Transport: 700 for Engineers and Associate Engineers, 900 for Professionals and 1,200 for Consultants.
Project management: SAR 3,000 a month by the minister's decision, for up to 30% of an entity's engineers, not combined with another allowance for the same purpose.
SAR 500 from January 2027: for employees on civil service scales, not added to basic pay.
Other allowances: under the civil service system and the equivalent rank; the regulation has no scarcity or excellence allowance for engineers.

Deductions

9% of basic is deducted for those appointed before 3 July 2024 under civil retirement. Those appointed later under the new GOSI system start at 9%, rising half a point each July to 11% in 2028, so 10% from July 2026. Allowances are not deducted. Examples:
New engineer (bachelor's) on the new system: 8,650 + 700 = 9,350, 10% deduction 865, net SAR 8,485. In January 2027 with the increment and the 500 allowance: 9,050 + 700 + 500 = 10,250.
Associate Engineer, level 3 step 2, managing a project, civil retirement: 16,400 + 700 + 3,000 = 20,100, deduction 1,476, net SAR 18,624.
Top of the scale: Consultant, level 3 step 4 = 33,900, or 35,100 with transport.
