These are the 2025 tariff figures, effective 1 January 2025 and identical to the 2023 and 2024 booklets; no different 2026 tariff has been published. Commercial accounts pay a flat 20 fils per kWh and AED 7.84 per m³.
How the band works
Monthly green band = daily allowance × days in the billing cycle. An expat flat on a 30-day cycle gets 600 kWh and 21 m³. Use inside the band is billed at the green rate and only the excess at the red rate. Then 5% VAT is added to electricity and water, and non-nationals pay a municipality fee of 5% of annual rent ÷ 12.
Worked examples (30-day cycle)
- Expat flat, 1,500 kWh and 27 m³, rent AED 60,000: electricity 600 × 0.268 + 900 × 0.305 = 435.30, water 21 × 7.84 + 6 × 10.41 = 227.10, VAT 33.12, so utilities come to AED 695.52; with the AED 250 municipality fee the bill is AED 945.52.
- Expat villa, 9,000 kWh and 180 m³, rent AED 150,000: electricity 2,523, water 1,488.30, VAT 200.57 and municipality fee 625, a total of AED 4,836.87.
- National's villa, 9,000 kWh and 150 m³: all inside the green band: 603 + 313.50 + VAT 45.83 = AED 962.33, with no municipality fee.
