VAT rates in the GCC
| Country | Rate | In force since |
|---|---|---|
| UAE | 5% | January 2018 |
| Saudi Arabia | 15% | 5% from January 2018, 15% since July 2020 |
| Bahrain | 10% | 5% from January 2019, 10% since January 2022 |
| Oman | 5% | April 2021 |
| Qatar and Kuwait | Not introduced | — |
The two formulas
- Adding VAT: inclusive amount = amount × (1 + rate).
- Removing VAT: amount before VAT = inclusive amount ÷ (1 + rate); the VAT is the difference.
Example: an invoice of SAR 2,300 including VAT in Saudi Arabia. Before VAT = 2,300 ÷ 1.15 = SAR 2,000, and the VAT is SAR 300.

Frequently asked questions
How do I remove VAT from a VAT-inclusive amount?
Divide the inclusive amount by (1 + the rate). In Saudi Arabia: 1,150 ÷ 1.15 = SAR 1,000 before VAT, and the VAT is SAR 150. Divide by 1.15 — do not multiply by 15%.
What are the VAT rates in the Gulf?
UAE 5% (since 2018), Saudi Arabia 15% (since July 2020), Bahrain 10% (since 2022) and Oman 5% (since 2021). Qatar and Kuwait have not introduced VAT.
What is the difference between zero-rated and exempt supplies?
Zero-rated supplies (such as exports and some education and healthcare in the UAE) carry 0% VAT on the invoice and the business can recover its input VAT. Exempt supplies (such as some financial services and residential rent) carry no VAT, and the related input VAT cannot be recovered.
When must a business register for VAT in the UAE?
Registration is mandatory when taxable supplies exceed AED 375,000 in the last 12 months, and voluntary from AED 187,500.
